Contrary to what Tom says, Florida does, indeed, have Obamacare.
What Florida, and nearly half of all states, did NOT do was expand Medicaid. Many states took the {Obamacare mandated} Medicaid expansion issue to the Supreme Court and won the right to opt out of Medicaid expansion.
Before Obamacare, Medicaid was paid for by states and the federal government.
When Obamacare was passed, it had a "carrot" in it for the states. The federal government said it would pick up the entire Medicaid tab for two or three years, if states expanded their Medicaid qualifications.
Many states were terrified, because there was no guarantee that the federal government would continue to kick in money after the initial two or three years. Then, the states would be left to pick up a huge tab for a huge expansion of Medicaid. It would wreck the state budgets.
The states won that battle in the Supreme Court and were allowed to opt out of the Medicaid expansion.
