Either your download didn't work or there isn't a feature to put it on your Desktop. Not sure exactly how the ipad works but if you have the usual start button you could try to click start look for skype in the list of programs. If you see it, put your mouse on it, if you have a mouse, right click the item and you should see where you can send it to your desktop.
