I'm not saying that low power or micro broadcast stations don't exist. They do, and they are licensed and regulated by the FCC.

As far as college stations go, those that are actually broadcast and not carrier current stations have to report and pay royalties just like any other licensed radio station. I do not know about royalties for carrier current stations.

As far as my 20 years of experience goes, 17 years of that was working in television for the Trinity Broadcasting Network. (I justify my time there by telling myself that it was the forerunner to Comedy Central, but that's another story.) Prior to that , I worked at several different radio stations, and in those all of those stations, there was one main rule: Stick to the play list!!!

I have been away from the broadcast game for 6 years now. I have had other opportunities in the field, but my last job pretty much soured me on the prospect.
