I'm pretty sure Bob Dylan was using a talking blues form that goes back to traditional blues. John Lee Hooker had his own groove for talking blues.

Wasn't there an old talking blues that mentioned going to a henhouse and thinking they heard heard a chicken sneeze but,

"... down on his knees
I saw a rooster saying his prayers.
Thankin' God for the hens upstairs."

anyone remember this? or am I stupid and it's a Bob Dylan song?
