Then you have yourself to pitch and ally yourself. That is it. That is 1970's thinking and ingnores the entire way the town is constructed. Music Row is a bunch of small and medium sized houses next door to each other to foster the "Neighborhood" effect of writer's, artisans, publishers,record companies, etc. That is the reason for the Music Row. If you look throughout history, particularly in the past 20 years (I moved in 1988 and it was more than prevalant then) you will find almost NO solo writing. And in the environment of now, you are not going to get a song into the inner circles over an arists, producer or the like's personal interests. Not going to happen. So if you want to keep that attitude, it is fine. But people who want to really do this need to look at reality of life. With that attitude, you will probably not find many artist's that ask. They are too busy writing themselves.
