I am not really understanding what you're trying to say. But I will let you know that ASCAP is not a publisher. I think reading a copy of John Braheny's The Craft and Business of Songwriting, might be a big help to you to get the fundamentals of how things work down. For the record, ASCAP is a Performance Rights Organization. In the US there are 3: BMI, ASCAP and SESAC. Publishers and Songwriters receive their income in part from these PRO's after airplay or public performance of songs in their catalog.
