I don't know why you are saying "again....and again." I don't recall you bringing this up before. Maybe I missed it.  I'm not sure what you mean by certified. I thought that was a term used to apply to the whole election, not individual ballots. If you mean, were the ballots checked for correctness, then I guess that still comes down to the poll workers... Stamps - they would have to have deliberately accepted ballots in envelopes postmarked after election day. Envelopes & Signatures - they would have to have accepted unsigned or otherwise deficient envelopes or not verified that the signature matched the one on file. I might be misunderstanding the point you are trying to make. I am not as smart as my avatar. My uncles in Shetland used to have collies for their sheep. They were fantastic to watch, and boy were they smart!.
