I'm not sure what you mean by certified. I thought that was a term used to apply to the whole election, not individual ballots.

If you mean, were the ballots checked for correctness, then I guess that still comes down to the poll workers...
Stamps - they would have to have deliberately accepted ballots in envelopes postmarked after election day.
Envelopes & Signatures - they would have to have accepted unsigned or otherwise deficient envelopes or not verified that the signature matched the one on file.
