If they were a legit publisher, they would NOT ask for any money up front to plug your songs. Their JOB is to pitch your songs, and when they place them, then they get paid for their efforts by taking a share of the publishing.

This is simply a song-plugger masquerading as a publisher. Don't fall for it.
