I don't believe this.
I think there are two reasons people behave. One is the values they are taught by their parents and society which usually comes from a religious background. The fear of "Hell" or punishment. I'd say 90% or better of children are influenced by this.

The other is the fear of incarceration if they fail to obey the laws set down by the Government, Laws which are mostly following some religious belief, ie. the Ten Commandments.

Personally I think humans are no better than Chimpanzees. They will kill and eat their own. Steal from each other, Covet their neighbors belongings, including mates, And basically will save themselves before saving their neighbor. They go to war with neighboring clans and will kill them if they can. And most go through their lives just trying to stay alive as long as possible.

That said there are exceptions. And they are the ones that set up and enforce the laws that keep the rest in line. Most of those folks are probably songwriters
