In 2016 Trump won Michigan, Wisconsin and Pennsylvania and won the election..In 2020 Biden won those states and Arizona/Georgia and won the election.
If it was by popular vote it would be difficult for a republican to win the Presidency because there are several republican states that have very small populations which is not the case with the democrat states. That's why no one wants to change the Electoral college system for electing a President
