You are missing the point Tony. This is beneficial to the USA and the entire trading system. And the OECD is not banks, it is "the economies" of member countries this organization is looking to improve.

Have a quick look and see the the G20 is in fact busy with modernizing tax policies as we speak. The USA was a founding member btw.
