That is where the signatures come in. Obviously in the US it would take numbers in the millions and you will not find 10 people who will garner a million signatures to be put on a ballot, without forging names, but those who work hard enough at it might accomplish that goal with enough supporters to get out and campaign and gather the signatures. I understand your point, but I frankly think your example is as unlikely if my idea was set in motion as it is likely that my idea was set in motion in the first place.
