Here is my memory of the song: It's a song about dreaming about a better life different than the one you have seen everyone else around you fall into.
Driving fast on the roads with the wind blowing in her hair makes her fell alive and free and she hopes things will be better. Yes she got a job (maybe they did move to the city -- I would have to read it), but they are living in a shelter for now.
In the end, the bum of a husband/boyfriend refuses to get a job (or can't) and she sees her future dissolving in maybe what her mom went through. It is a powerful and well written story -- pretty sad though.
