I saw a show with Bill Freeh one time. He was head of either CIA or FBI or JPF or something. He was talking about the same problem we're talking about here. He gave an interesting analogy. I don't know much about football so I don't know how accurate it is. He said at one time, most football games were played in the middle of the field but now a lot of action takes place near the sidelines--passes caught one foot from the sidelines, tackles made a foot from the sidelines, people run out of bounds, etc. He said that's happened in other areas of life too. So many of our leaders plan on the edge of the field, getting as close as they can to being out of bounds without being penalized.

I thought it was a good analogy. I don't much about Freeh. I know he was in some controversies.
