Mike did you mean Social system. or as stated Socialist System? We do not have a socialist system unfortunately in the uk we have a capitalist system much like yours. Re payment for the child's upbringing regardless of who is to blame we must all bear that burden. Although some capitalists are to greedy to want to pay anything to help the less fortunate.
