Jim, neither of us have either a capitalist or a socialist system, we both have a mixture. There is nothing capitalist about a social program, yet we in the U.S. and apparently in the U.K., have plenty of them. It's the socialist aspects of our systems that put people in positions where they are responsible for the welfare of other people. I believe in programs for health and welfare, I just don't believe they are ever run efficiently by a government. A government protects its own, bureaucracy reigns, folks fall through the net and no one is held responsible. If the lady in your example was being cared for by a church, or by a non-religious, non-governmental agency, then perhaps the government could hold them accountable for her without there being a conflict of interest.
