Notice that it really still comes back to the adults. A lot of folks are mentioning that governments have been prohibiting corporal punishment, stopping parents from beating their kids. That's because too many adults were beating their kids too severely, and of course, since the adults wouldn't stop screwing up, the government steps in and screws thing up worse. The question is, "Who is responsible." A two or three year old child is responsive, but not responsible. You can't expect them to know or understand "right and wrong." Yet, that's taught...if it's not taught, why did God send Moses down the mountain with the tablets? Of course it's taught. Who teaches? Adults.
